hmm, looks like a track bike…o wait, thats because it is, i e the track drop outs
track drop outs?? Never heard of track drop outs. How about horizontal drop outs. Like the ons on MTB’s, Tri bikes, BMX bikes, Juvenile bikes, cross bikes & Track bikes etc. etc…. A track bike is defined by the geometry of the frame not the rear drop outs. (or rear fork ends if you want to hip about you track bike lingo). And a Surly Steam roller is not a track bike.

p.s. Surly Steamroller may not be a track bike, but has track geo. Even down to the fork with 35mm rake.
